PALO, LEYTE<\/strong> \u2014 The Police Regional Office 8 (PRO-8) officially launched its flagship initiative, S.A.F.E. Eastern Visayas: DIAL 911<\/strong>, on October 6, 2026, at the Leyte Convention Complex Annex A in Barangay Pawing, Palo, Leyte, marking the beginning of its rollout across Eastern Visayas.<\/p>\n\n\n\n

Led by PRO-8 Regional Director Police Brigadier General Romano V. Cardi\u00f1o, the initiative aims to strengthen public safety and emergency response by making police services more accessible, responsive, and community-oriented throughout the region.<\/p>\n\n\n\n

The launch in Leyte serves as the initial phase of the program, with succeeding activities planned across provincial and city police offices throughout Eastern Visayas. The regionwide rollout seeks to establish a unified approach to emergency assistance and public safety, anchored on police visibility, responsiveness, and community-centered service.<\/p>\n\n\n\n

The activity began with a caravan, followed by a formal program during which Cardi\u00f1o delivered the official launching statement and introduced the initiative to government partners, law enforcement representatives, and community stakeholders.<\/p>\n\n\n\n

A major highlight was the unveiling of the official S.A.F.E. Eastern Visayas: DIAL 911 logo by Cardi\u00f1o and Leyte Fifth District Board Member Atty. Carlo P. Loreto, who represented Governor Carlos Jericho \u201cIcot\u201d Petilla.<\/p>\n\n\n\n

The ceremony also featured the reading and signing of the S.A.F.E. Eastern Visayas Pledge of Commitment, demonstrating the collective support of government agencies, local government units, and partner organizations for a more accessible and responsive emergency assistance system.<\/p>\n\n\n\n

Messages of support were delivered by representatives from the Department of Social Welfare and Development Field Office 8 (DSWD-8), National Police Commission Region 8 (NAPOLCOM-8), Department of the Interior and Local Government Region 8 (DILG-8), Department of Education\u2013Leyte Division, the Provincial Government of Leyte, the League of Municipalities of the Philippines\u2013Leyte Chapter, and other participating stakeholders.<\/p>\n\n\n\n

Strengthening police-community relations<\/h3>\n\n\n\n

S.A.F.E. stands for Seen, Appreciated, Felt, and Extraordinary Police Service<\/strong>. The initiative is anchored on the Philippine National Police (PNP) Focused Agenda and complements the DILG-led Safer Cities Initiative and the Unified 911 emergency response system.<\/p>\n\n\n\n

Cardi\u00f1o emphasised that the program is designed to bring police and emergency services closer to the public, ensuring that government assistance is not only visible but also experienced by communities through meaningful and effective service.<\/p>\n\n\n\n

\u201cOur goal is simple: when our people call for help, they should know that someone is ready to respond. S.A.F.E. is our way of making that commitment real\u2014not only during emergencies, but in every interaction between the police and the community,\u201d Cardi\u00f1o said.<\/p>\n\n\n\n

The initiative underscores the importance of coordination among police units, local governments, emergency responders, and community organisations in addressing public safety concerns and improving emergency response.<\/p>\n\n\n\n

The launch was attended by representatives from NAPOLCOM-8, DILG-8, DepEd\u2013Leyte, the Bureau of Fire Protection\u2013Leyte, DSWD-8, chiefs of police, Association of Barangay Councils (ABC) presidents, Sangguniang Bayan peace and order committee chairs, municipal disaster risk reduction and management officers, rider groups, force multipliers, traffic enforcers, and Sangguniang Kabataan Federation presidents from across Leyte province.<\/p>\n\n\n\n

Through the initiative, PRO-8 aims to strengthen public confidence in police services and promote closer cooperation between law enforcement agencies and the communities they serve.<\/p>\n\n\n\n
