The Department of the Interior and Local Government (DILG) has issued Memorandum Circular No. 2026-006, strictly prohibiting the display of names, images, and likenesses of public officials on government projects, programs, and properties.
Signed on January 29, 2026, the directive—widely referred to as the “Anti-Epal” circular—orders the immediate removal of all non-compliant branding to uphold ethical standards, ensure the proper use of public funds, and prevent political self-promotion.
Under the circular, prohibited items include the names, images, photos, signatures, initials, logos, mottos, and even color motifs associated with public officials when displayed on government signboards, projects, and properties. The policy applies to all local government units (LGUs), covering provincial, city, municipal, and barangay levels nationwide.
The DILG emphasized that government initiatives must be presented as institutional efforts rather than personal achievements of elected or appointed officials. All concerned officials are directed to promptly remove existing materials that violate the policy.
The memorandum anchors its mandate on key legal and ethical frameworks, including the 1987 Constitution, which declares that public office is a public trust; the Code of Conduct and Ethical Standards for Public Officials and Employees; and provisions of the 2026 General Appropriations Act.
The circular aims to eliminate so-called “epal” politics and ensure that public projects are not perceived as personal initiatives.
