Eastern Visayas Shines as Three Barangays Win National Championships at 2025 LTIA Awards

The Department of the Interior and Local Government (DILG) Region 8 has extended its warmest congratulations to the exemplary Lupong Tagapamayapa who brought immense pride to Eastern Visayas after dominating the 2025 Lupong Tagapamayapa Incentives Awards (LTIA). This year’s results showcased the region’s exceptional capacity for grassroots justice, with three barangays emerging as national champions and two more securing runner-up honors.

The LTIA National Awarding Ceremony was held on November 14, 2025, at the M.I.C.E Center in Quezon City, where Eastern Visayas stood out as a powerhouse in community-based dispute resolution.

Leading the region’s remarkable performance was Barangay Pob. Zone 20, Baybay City, Leyte, which claimed the National Champion title in the Independent Component City/Component City Category for the second time—an extraordinary accomplishment underscoring its consistent excellence.

Also earning top national recognition were two first-time champions:

  • Barangay Barugohay Norte, Carigara, Leyte, crowned National Champion in the 2nd Class Municipality Category, and
  • Barangay Magallanes, Limasawa, Southern Leyte, named National Champion in the 6th Class Municipality Category.

Rounding out the region’s impressive haul of awards were two additional achievers:

  • Barangay Bool West, Culaba, Biliran as 1st Runner-Up in the 5th Class Municipality Category, and
  • Barangay Poblacion 2, Babatngon, Leyte as 2nd Runner-Up in the 4th Class Municipality Category.

The LTIA annually recognizes the most outstanding Lupong Tagapamayapa across the Philippines for their efficiency, innovation, and effectiveness in mediating community conflicts—efforts that significantly contribute to peace and order while easing caseloads in the formal justice system.

DILG Region 8 Regional Director Arnel M. Agabe hailed the regional winners for their steadfast commitment and transformative impact on their communities.

“This is an unprecedented and historic victory for Eastern Visayas,” Director Agabe said. “These awards are a testament to the relentless commitment, innovation, and integrity of our Lupong Tagapamayapa. Their success is not just in winning these accolades, but in building stronger, more harmonious communities and becoming a model for their peers to emulate.”

Each awardee received a plaque and cash prize to support the strengthening of their peace and mediation programs.

The outstanding performance of Eastern Visayas in the 2025 LTIA is expected to inspire more barangays throughout the region—and the country—to elevate their grassroots governance and dispute resolution mechanisms.
