The hardest-hit barangays — San Isidro, Mohon, and Biasong — are now grappling with the aftermath of the storm’s relentless downpour.
Photos from the affected areas show submerged homes, damaged roads, and residents wading through chest-deep floodwaters as they attempted to salvage belongings. Local officials and emergency responders worked through the night to assist families forced to evacuate due to the sudden rise of river waters.
The Mananga River, which cuts across several densely populated zones in Talisay, overflowed following hours of torrential rain brought by Typhoon Tino. The swift surge of water caught many residents by surprise, leaving some stranded on rooftops before being rescued by city disaster teams.
Mayor Samsam Gullas has called for immediate relief operations and coordinated efforts with the Cebu Provincial Government to provide food packs, drinking water, and temporary shelter to displaced families.
