Cebu City, Philippines – The Liga ng mga Barangay sa Pilipinas – Leyte Provincial Chapter successfully held its 2026 Annual Provincial Congress at the Waterfront Cebu City Hotel & Casino on February 27 – March 1, 2026, gathering barangay leaders from across the province for three days of learning, collaboration, and renewed commitment to public service.
With the theme, “Resilience and Responsibility: Capacitating and Empowering the Community towards a Sustainable Future in Disaster Risk Management,” the congress served as a dynamic platform to strengthen governance, enhance disaster preparedness, and promote sustainable community development.
The event was spearheaded by Hon. Ma. Martina “Ina” Gimenez, Provincial Liga President – Leyte and Executive Vice President of the Liga ng mga Barangay sa Pilipinas. Her leadership was instrumental in bringing together barangay officials toward a stronger, more prepared Leyte.
Congress Highlights
Day 1 began with participant registration, orientation, and a welcome message from Hon. Marilyn A. Cordeño, Liga President of Isabel, Leyte and Secretary of Liga Leyte. Insightful discussions followed, including a lecture by Dir. Johannes Y. Dorado, Provincial Director of DILG Leyte.
Day 2 featured a welcome address from Hon. Franklin O. Ong, Liga President of Cebu City, and an inspiring opening message from Hon. Gimenez. Key sessions included the DILG Hour led by Dir. Arnel M. Agabe, CESO III, Regional Director of DILG Region 8, and a Disaster Risk Reduction and Management discussion by Dir. Joel Erestain, Regional Director of CCD Region 8.
The National Liga Hour was highlighted by the presence of Hon. Celestino “Tining” A. Martinez III, Secretary General of the National Liga, and Hon. Maria Katrina Jessica G. Dy, National President of the Liga ng mga Barangay sa Pilipinas. Her message echoed the national theme, “Road to Zero Illiteracy: One Barangay at a Time,” calling on barangays to take the lead in eliminating illiteracy and empowering constituents of all ages.
Additional insights were shared by Glendale Lamiseria, Program Supervisor of DepEd Region 8, along with support from the Board Members Rico Codilla and Atty Bolingling Resposar of the Province of Leyte.
Sincere appreciation is extended to Leonardo M. Javier Jr., Vice Governor of Leyte, and Carlos Jericho L. Petilla, Governor of Leyte, for their steadfast commitment to empowering barangays across the province.
Closing remarks were delivered by Hon. Bem Vivero, ABC President of Tolosa and Treasurer of Liga Leyte, who emphasized unity and excellence in governance. The gathering was further uplifted by the presence of special guest Super Tekla, who brought inspiration and positivity to the occasion.
The organizing team was commended for ensuring a well-coordinated and meaningful event, while gratitude was extended to Waterfront Cebu City Hotel & Casino for its warm accommodation and excellent service.
More than a formal assembly, the 2026 Annual Provincial Congress was a powerful reminder that when barangay leaders move with shared purpose, transformative impact follows.
