Leyte Showcases Groundbreaking Digital Health Innovation at Provincial Health Summit

PALO, LEYTE — Leyte’s move toward a smarter healthcare system took center stage at the recently concluded Provincial Health Summit, with the Quick Medical Records (QMeR) System unveiled as the province’s flagship digital health innovation.

Attended by health leaders, local officials, and medical professionals from across the province, the summit highlighted the QMeR system as a transformative tool in enhancing healthcare delivery across Leyte.

QMeR is a digital version of a patient chart that consolidates medical and treatment histories into one easily accessible platform. It stores a wide range of data including patient demographics, medications, allergies, immunizations, lab results, radiology images, and treatment plans — all designed to streamline the workflow of healthcare professionals.

Governor Carlos Jericho Petilla emphasized the critical role of QMeR in improving both routine and emergency healthcare services.

“With the Quick Medical Records System, we can ensure that patients’ health information is accessible anytime, anywhere — even during emergencies or disasters,” Gov. Petilla said. “It makes work faster and more accurate.”

The system eliminates the manual processing of patient records, allowing healthcare workers to log in and immediately access critical medical data. “Before, our health care personnel had to carry folders and fill out forms again and again. With QMeR, they can just log in to the system and all the patient data is there,” the governor added.

During the summit, the Leyte Integrated Health System Ordinance of 2025 was also presented. Recently passed by the Sangguniang Panlalawigan, the ordinance mandates the implementation of QMeR province-wide — effectively institutionalizing the system down to the municipal level.

The ordinance connects hospitals and health offices through a secure digital network, allowing patient records to be accessed seamlessly across the province. This initiative is set to significantly improve healthcare coordination, efficiency, and response time in both routine and critical care situations.

The Provincial Government of Leyte is also set to launch a series of community information drives to raise awareness and educate the public about the QMeR system — especially regarding data privacy and how patient information will be protected and used solely for medical purposes.

As Leyte advances toward a digital health future, the QMeR system stands as a testament to the province’s commitment to modernization and better patient care. For health workers long burdened by paperwork and patients who previously relied on memory for their medical history, this innovation offers a much-needed shift to accessible, accurate, and secure healthcare.
