Tacloban City, Leyte – October 26, 2025 — The Department of Information and Communications Technology (DICT) Regional Office VIII has issued a strong advisory urging the public to be vigilant against individuals or groups falsely claiming to represent DICT in matters related to satellite connections, tower establishment, or similar telecommunications projects in Eastern Visayas.
In an official statement, DICT Region 8 clarified that it is not connected, affiliated, or associated with any private person, company, or organization offering or facilitating transactions involving:
- The lease or purchase of lots for tower construction;
- The installation of internet or satellite facilities; or
- Any arrangement involving payment or facilitation fees to prioritize contracts or project sites.
The agency emphasized that DICT does not collect or authorize any form of payment from individuals, landowners, or groups for the implementation of its official programs and projects. Any solicitation or request for money in exchange for DICT-related initiatives is unauthorized, illegal, and fraudulent.
DICT further cautioned the public to exercise due diligence when dealing with individuals claiming to represent Mobile Network Operators (MNOs) or Independent Tower Companies (ITCs). Recent reports indicate that certain individuals have been approaching landowners, offering to lease or purchase private properties for supposed cellular tower projects.
To protect themselves from scams, landowners and stakeholders are advised to verify the legitimacy of such representatives by requesting the following documents:
- Securities and Exchange Commission (SEC) Certificate of Registration;
- Local Government Unit (LGU) Business Permit;
- Special Power of Attorney from the represented company;
- Government-issued ID of the agent; and
- Real Estate Broker License.
DICT reminds the public to verify any claim or proposal directly with its offices before engaging in any agreement.
